Article I – CougarCS
Section 1: The name of this organization will be CougarCS.
Article II – Purpose
Section 1: This club will provide workshops to tutor/teach all University of Houston students with basic business-oriented programming languages and concepts.
Section 2: This club will help computer science students by providing a network of peers for study groups and study sessions.
Section 3: CougarCS will provide computer science students with career development advice and contacts through professional and social events.
Article III – Membership
Section 1: The membership of this organization will consist of part-time or full-time currently enrolled University of Houston (Main Campus) students.
Section 2: There will be no discrimination of members on race, handicap, age, gender, creed, religion, political persuasion, sexual orientation, or national origin in determining acceptance to this organization. Membership will be based solely on enrollment status.
Section 3: Standing Membership requires an individual to attend at least one meeting a semester as a member. Voting privileges are given to Standing Members.
Section 4: Active Membership requires an individual to attend at least two meetings a semester as a member. Active Members are also required to attend/volunteer in at least two other CougarCS event such as sponsor’s meetings, volunteer events, and other events (not including workshops). Voting privileges are given to Active Members.
Section 5: Corporate Membership may be offered to any local or national business or organization in the United States or abroad. Alumni Membership may be offered to any member who has graduated and is not presently enrolled in UH. Voting rights are not given to Corporate and Alumni members.
Section 6: Active members for the semester will be invited to the end of the year “Mixer” to be held in April of every spring semester and November of every fall semester.
Section 7: Members currently have $20 dues per year. Students can join any time during the academic school year.
Section 8: CougarCS membership may be revoked by the CougarCS officers when a member no longer meets the general Standing Member criteria. CougarCS Membership may also be revoked by a majority vote of a CougarCS quorum of all members when an individual has displayed flagrant disregard for the bylaws or reputation of the organization.
Article IV – Officers
Section 1: The officers will consist of the following positions: President, Vice President of University Relations, Vice President of Corporate Relations, and Treasurer, and Secretary.
Section 2: Every officer will contribute at least 1 hour a week to tasks related to the business of CougarCS. Officers must respond to emails from anyone.
Section 3: Every officer is required to attend a Student Organization Orientation every semester.
Section 4: Basic descriptions of each of the officers are listed below:
President
- Call and preside over all officer and general meetings.
- Serve as the official spokesperson for CougarCS.
- Attend and represent CougarCS at faculty meetings when invited.
- Officiate and organize meetings.
- Must be a Computer Science major.
- Must have completed at least 20 hours on Computer Science related studies.
- Must have been an officer or Coordinator in the past year.
- Delegate any excess organizational demands as deemed suitable by him/her.
Vice President of University Relations
- Assist the president to arrange certain CougarCS events such as tutoring workshops and general and officer meetings.
- Register the organization during the summer and reserve rooms for all CougarCS sponsored events.
- Maintain communication with the university and department about events and workshops.
- Recruit members and maintain good communication of events and workshops to the members of CougarCS.
- Make surveys to be sent to all members and speakers at the middle and end of the semester for feedback on the efforts CougarCS.
- Make flyers to pass around and post.
- Must be a Computer Science major or minor.
- Must have completed at least 10 hours on Computer Science related studies.
Vice President of Corporate Relations
- Assist the president to arrange certain CougarCS events such as tutoring workshops and general and officer meetings.
- Recruit at least two speakers and/or sponsors to come speak to the club each semester.
- Maintain good relationships with speakers and sponsors for the benefit of the entire club.
- Inform the other officers about potential speakers and sponsors.
- Must be a Computer Science major or minor.
- Must have completed at least 10 hours on Computer Science related studies.
Secretary
- Keep records of past and present years. Keep detailed records of membership numbers, and cross-referencing to see every student meets the requirements to be a member.
- Handle all sign in sheets for every meeting and events.
- Make agendas for general meetings, and keep record of all the events, workshops, and tutoring workshops of the club.
- Take minutes at general and officer meetings. Forward minutes of the meetings to the CougarCS email account.
- Check the email twice a week and club mail box at least twice a month to discuss during meetings.
- Must be a Computer Science major or minor.
- Must have completed at least 10 hours on Computer Science related studies.
Treasurer
- Keep records of checking account activity. Deposit money that is in the office every time it goes over $40.
- Get reimbursements for events by contacting Computer Science Department, and file all papers required for refunds from the department.
- Must be a Computer Science major or minor.
- Must have completed at least 10 hours on Computer Science related studies.
Section 5: Officers must be enrolled in at least 3 hours at the University of Houston (Main Campus) and an Active Member of CougarCS. Officers must also be responsible, trustworthy, motivated, a self-starter, and have strong leadership skills.
Section 6: Term of office for each officer position will be one year. No person shall be elected to the same position for more than two years.
- If an officer is unable to complete a yearly term, another election will need to be held to replace that officer’s position.
Section 7: Every officer is responsible for reporting the financial status of the club at the end of the academic year. The financial status of the club will be given to all members.
Section 8: In the event that any officer is viewed as neglectful or irresponsible in upholding his/her described duties, he or she must be notified by another officer.
- Voting is determined with 2/3 of the Active members.
Article V – Elections
Section 1: Regular elections will be held in March or April of each year. Members will be notified at least 2 weeks prior to elections.
Section 2: Members interested in becoming an officer will be nominated either by another member or themselves. Members running for office will be required to give a speech. In addition, they will give the officers a one paragraph explanation as to why they would be a good candidate for the position, at least a week in advance.
Section 4: If a President should leave for any reason, there will be a one week period for elections. Only the two Vice Presidents are eligible for the position. The VP not elected will take responsibilities of the elected VP.
Section 5: If there is a vacant VP position, during a non election semester, a special election will be held for the vacant position. If it is a regular election semester, normal elections will be held.
Section 6: Elections will be held for all vacant positions not mentioned in Section 4 and Section 5.
- It is the duty of the Treasurer to count and tally all votes.
- Only current Active and Standing CougarCS members can vote.
Section 7: Only Active members may run for office.
Article VI – Meetings
Section 1: CougarCS will hold meetings.
Article VII – Executive Board
Section 1: There can be advisors who will be the members’ ex officio with no voting rights/privileges.
Section 2: Officers and the advisor constitute the Executive Board.
Article VIII – Amendment of the Constitution
Section 1: The constitution may be altered at any time with all officers’ written approval on the amendment.
- Voting is determined 2/3 of the Active members.
Section 2: The interpretation of the constitution, scholarship guidelines and officer duties are up to the current officers.
Article IX – Powers of Officers
Section 1: If any part of this document violates the University of Houston’s Policies or any public policy, only that Section will be voided.
Section 2: The enumeration in the Constitution of certain rights not present in the Constitution is in the bylaws.
